Moore stressed Tuesday morning that anyone who harbors Holder or helps him elude authorities will be prosecuted.
Los Angeles police detectives went to the LA County sheriff's station in Lakewood to verify the identity of the suspect and confirmed to the Los Angeles Times that the man in custody was Holder. The Marathon Clothing store sits near West Slauson Avenue and Crenshaw Boulevard.
Moore told reporters that Holder and Hussle knew each other, but Moore did not disclose any details about the nature of the dispute. Holder escaped in a white 2016 Chevrolet Cruz, driven by an unidentified female, who turned herself in to authorities.
The LAPD is working with community leaders to clean the area, protect the memorial and make it safe for visitors, Moore said.
The killing came amid a spike in gun violence in the area.
"We are lost without you babe - I have no words".
Mayor Eric Garcetti at the same news conference announced plans to deploy new resources to try to roll back the violence.
Moore said although the majority of the crowd had assembled peacefully to mourn, some began throwing items at police officers at the scene, injuring at least one.
Both Moore and Police Commission President Steve Soboroff said they were devastated when they learned Hussle had been killed on the eve of their talk. Soboroff still hopes to have that meeting with Roc Nation and Hussle's family when they're ready. He was working closely with this city.
A tense scene unfolded Monday night at an impromptu memorial for Hussle in the parking lot where he was shot. Two other men were also injured in the shooting, although one declined to be taken to a hospital. Two other men are reported to be in serious condition.
None of the injured people suffered gunshot wounds, Los Angeles police said.
